Kew Gardens man charged with sexually abusing mentally handicapped woman, officials disagree over whether it happened at Resorts World casino or Aqueduct

As first reported by The Forum last week, a 40-year-old mentally handicapped woman was allegedly sexually abused in a bathroom at 110-00 Rockaway Blvd. in South Ozone Park on Superbowl Sunday, but officials disagree as to whether it occurred at the Resorts World Casino or Aqueduct.

While the NYPD said the crime happened in the casino, a spokesman for Resorts World said that was inaccurate and it happened in a New York Racing Association facility. A spokesman for NYRA said the association had no comment and was referring all questions to the NYPD.

The criminal complaint from Queens District Attorney Richard Brown’s office states only that it occurred at 110-00 Rockaway Blvd. – the listed address for both the casino and Aqueduct.

Frank Wood, of Kew Gardens, was arrested and charged with attempted rape, endangering the welfare of “an incompetent person,” and sexual abuse, according to the Queens DA. He was arraigned Feb. 3 and bail was set at $200,000.casion

The criminal complaint states that Wood sat down next to the 40-year-old woman, whose mother told police that her daughter has the “mental capacity of a 2-year-old with nominal ability to speak and communicate,” and the two had a conversation. The woman, whose name was redacted, along with her mother’s, then allegedly followed him into the bathroom a little after 8 p.m. on Feb. 2.

A witness reported to police that around 8:02 p.m. she allegedly heard a woman scream and “a male voice coming from a stall in the woman’s restroom,” that said, “‘Don’t tell anybody,’” according to the criminal complaint.

The same individual then said she witnessed Wood allegedly exit the stall while adjusting his belt and pants and, and she then allegedly saw the complainant “naked inside the bathroom stall,” the complaint stated.

When Wood is sentenced, he could face up to seven years behind bars, according to the district attorney’s office.
